OpenAI now requires the developers to complete a verification process to access their latest models. For individuals, it is possible to verify with your National ID.

The Steps to verify

1) First login to your OpenAI platform admin portal.

2) Go to Settings > Organization > General, and look for the "Verify" section.

3) Click on the "Verify Organization" button and follow the instructions to complete the verification process.

4) When completed, a verified label is shown.

Note: Your access is not immediately reflected on the GET /models endpoint. But you can start using them in the completion API.
